エシュロンとは何か
UKUSAというのは、アメリカ、イギリス、カナダ、オーストラリア、ニュージーランドの英語圏５カ国の間でジギントを分かち合うことを目的に作られた安全保障協定で、その存在は長い間秘密にされていた。・・地球上のすべての地域がUKUSAによってもらさずカバーされ（あらゆる電子通信を傍受され）ている。（現在では世界中の携帯電話の会話ももれなく傍受されているといわれている。）その機密性、包括性において、世界中に張り巡らされたNSAの監視網に匹敵するものはない。この監視網は俗に“エシュロン”と呼ばれ、通信衛星が送受信する地球上のあらゆる電波を傍受する能力がある。つまり、軍事通信に限らず、民間のあらゆる通信、銀行口座や病院の医療記録といった個人情報から企業秘密、企業の取引交渉なども、すべてエシュロンに読み取られている可能性がある。(p.p.183-184)
フランス首相エドゥアール・バラデュールがエアバス機の売り込みでサウジアラビアの政府高官に賄賂を贈っている証拠となる通信を傍受されて６０億ドルの契約を失った事件もある。結局その契約はアメリカのボーイングが勝ち取った。・・さらに１９９４年には・・（アマゾン環境保護）監視システムの入札に関して、フランス企業とブラジル政府の間で交わされていた電話での会話をエシュロンが傍受し、NSAからその会話の内容を伝えられたアメリカのレイセオン社が１４億ドルにのぼる契約を取ることに成功した。その他・・（世界各国で）エシュロンが商談を傍受することにより、EU諸国が取りそうだった契約をアメリカ企業に取らせることに成功している。(p.186)
