　読者の幼い子どもにとって、現在最も危険な男は合衆国ナンバー・ワンの行動学者、B・F・スキナーだ。・・・スキナー型の行動主義が、心理学の世界では最大の動きになっている。「操作」というものを善しとするこの新しい改革運動の叫びは・・人々を統制に服従させ・・仕事や教育や家庭やその他生活のありとあらゆる場面に、あたかも癌のように絡みついていこうとするやり方なのだ。

　彼は、虫を見るような見方で人間を見ている。・・自らを主張することのできる認識主体というものまで、すべて否定するのである。・・私たちを管理すべき動物としてしか見ていないということが言える。

・・男にも、女にも、子どもにも生きていく意味や目的や意義がなくてはならないのだ。もしそれがなくなったら人は破滅するしかないのである。・・人を単なる生命のレベルに引きずり下ろそうというのだから、その意味ではB・F・スキナー教授は「精神の抹殺者」である。彼の哲学すべてが「コントロール」ということに連動している。(p.p.32-35)

　行動主義のテクニックが本当に危険なのは、コントロールが利かない点にある。今日の煙は明日の大火となる可能性がある。そういったテクニックは、大衆すなわち消費者の手には入らない。もっともはっきりしているのは、金持ちや権力者・・に対しては、そういったテクニックが使われることはないということである。(p.119)

　人の行動をコントロールするのに電子工学を用いるということは、行動修正という無謀な世界ではそれほどとっぴなことではない。・・体に埋め込んだり取り付けたりしたセンサーから送られてくる情報を遠隔測定するシステムが発達すれば、肉体的接触がなくても・・絶えず被験者を監視し続け、電子的・物理的に干渉して特定の行動に影響を与えたりコントロールしたりできるようになる。もちろん「電子的に干渉して」とは、苦痛を与えて、という意味だ。(p.p.182-183)

　大脳側頭葉にある扁桃体［Amygdalaは］攻撃性や暴力行為を司っているところだ。・・［ところが］視床下部の中かその近辺に、快楽と苦痛の中心―あるいは「回路」―となっている部分が存在する・・・この発見によって行動修正の可能性は無限のものとなったのである。・・・精神的抹殺を目指す支配者の観点から、「理想的な」装置といえば、恐怖、苦痛、不安、そして快楽を引き起こす体内ラジオゾンデであろう。これこそ独裁者が持ちうる究極の「賞罰効果コントロール装置」と言えるかもしれない。(p.191-192)

電子心理学の分野で今［編者註：この書籍の原著が出版された１９７８年］現在行われている研究は、脳への電気的刺激によって人間の情緒・意識・記憶・行動などを外部からコントロールするという・・・現在の研究は「電気的な力で人の情緒や意識や行動を支配することができる、すなわち押しボタンによってロボットのように人をコントロールできる」（デルガド教授の言葉）という不快な結論を証拠立てている。(p.194)

［HEWが資金供与したアラバマ州タスキージーでの梅毒の］実験では、梅毒患者に病気が完治したと信じ込ませておいて、実際には二〇年間も治療しないままにしておいたのだ。もっとも進行した段階の病状を調査するためにである！こういったことは不道徳なだけでなく犯罪的でもある！しかしこれに対しては何の追求もされなかった……。［編者註：主な犠牲者が黒人だったためといわれている］(p.162)　

［ほかにも1978年までに］過去一〇年間マスコミは、倫理的諸問題を惹起する多くの実験を公表し議論してきた。若干の例をあげるなら、ブルックリンのユダヤ慢性病病院で行われた高齢者への癌細胞注射、ウィロウブルックでの知恵遅れ児童への肝炎ウイルスの計画的感染・・などである。(p.163)

  マイクロ波は電磁波の中でも極超短波といわれる。・・・フレイ博士は、マイクロ波を脳血管に当てれば様々な薬剤やバクテリアの浸透効果を早めることができ、また心臓へ投射すれば心臓発作も起こせると述べている。・・・マイクロ波を人に向かって投射すると、音（キツツキが木を叩くような音）を聞くことができると発表している（一九六一年）。その際、音を感じるのは耳ではなく、脳の側頭葉だと推論した。(p.152)

 

[超低周波を利用したマインドコントロールの仕組み]

まずAという人物が恐怖を感じるときに出す脳波を記録する。これを超低周波ELF帯に乗せ、Bという人物に投射する。するとBは、そのときどんな状況であるかに関わらず、突然、恐怖を感じてしまう・・・(p.154)

 

トラッキング

アメリカでは刑務所の数が、そこに入るべき人間に比べて圧倒的に少ない。そこで彼らを“自宅に収容”しコンピューターで監視するという発想が生まれた。ゴスが作ったブレスレットは、まさにこれにうってつけだったのだ。

　九〇年代に入ってからは、この電子モニターシステムの監視下にある人物は全米で一万人を超え、しかも同様のシステムはヨーロッパにも普及している。(p.p.147-148) 

ID認識

　固体情報を盛り込んだチップを、体外か体内に装着する・・・チップに入るのは・・名前や銀行口座番号、経歴、指紋など、いろいろなものが考えられる。・・このID認識と、バイオテレメトリ、トラッキングの機能を持つ装置が、知らぬ間に何者かの手のによってインプラントされたらどうなるだろう。常に監視され、弱みにつけ込まれ、利用されてしまう。その恐怖はマインドコントロールに勝るとも劣らないだろう。(p.148)

洗脳の手法

・・適当にスケープゴートが選ばれ、見せしめのため厳罰に処される。また、手なづけた者を監視役として紛れ込ませ、互いが互いを監視し合い、他人を信じられないような状況を作る。

　やがて集団の中に、恐怖を前提とした共同幻想ができ上がる。このような集団心理を利用した恐怖統治によって、彼らはまるごと骨抜きにされてしまうのだ。(p.120)

堅気を食い物にする“半ヤクザ”たち

そもそもやくざの世界じゃ、他人の見ていない所で、人様の物を盗むとか、人の女房を寝取るとか、コソコソするのが最も嫌われるんだ。・・・そういう奴はどんどん破門していくしかないわ。・・・するとこういうヤクザ崩れみたいな奴がどんどん増えていくしかないわ。・・・盃も受けてない連中、堅気の前ではヤクザのふりして、ヤクザの前では堅気のふりする半ヤクザみたいな輩が堅気を喰いモノにしてるんだ。俺が３，４０代のころなら、こんな奴らとっ捕まえて、くしゃくしゃにして、プロと素人との違いを教えてやったけど、こういうハンパものは決まってサツにチンコロ（密告）するから、今のご時世そんなこともできないんだ。

　怪我でもさせたら、すぐに組織のトップの責任まで問われちゃうから・・・半ヤクザみたいな、組織の掟も守れない、コントロールも利かないタチの悪い連中を増やしてるんだから。皮肉なもんだ。

　それと、これだけは言っておきたいんだが最近よくいる「人を殺してみたかった」とか言って、罪のない人を殺（あや）めるような輩はヤクザの中に一人もおりゃせんでな。土浦や秋葉原の（通り魔）事件みたいに、「殺すのは誰でもよかった」とか言って、無差別に通行人を刺し殺すような人間もいない。

　もっと言えば、オウムの（坂本弁護士一家殺害）事件や、世田谷の（一家４人殺害）事件みたいに小さな子供の命まで奪うような、島根の（女子大生殺害）事件みたいに山奥で若い娘さらって、散々暴行して、挙句の果てに、首だのおっぱいだの切り取るような、犬畜生にも劣る輩も、ヤクザの中にはひとりたりともいないもんでな。(p.p.298-300)

誰にとっても住みにくい社会

　警察は「市民の安全を守るために暴力団を排除しましょう」と言ってるが、若い娘や小さな子供がさらわれたり、一家が皆殺しにされてもいまだに犯人が捕まってないような社会が、 繁華街に出かけりゃ、いつ頭のおかしい通り魔に襲われるかも分からないようなこの社会のどこが、「安全な社会」なんだ？

　実際、ここ最近は、そんな気味の悪い、悲惨な事件のニュースばかりだろ？　あの女子供がさらわれたり殺されたりする事件のひとつにでも、ヤクザが関わっていたことがあるのか？

　世間では「ヤクザ=人間のクズ」みたいな言い方をする人もいるが、じゃあ、逆に「堅気の方々はそんなにご立派なんですか？」と聞きたいよ。親が子供を殺したり、子供が親を殺したり、弱い者を寄ってたかって苛めたり、と。人としての最低限のルールも守れないような人間が増えた堅気の世界が、そんなにご立派なんですか？　ってな。 電車やバスの中で、年寄りが立ってるのに、優先座席に座って、他人様の前で平気でメシ食ったり、化粧したりっていう恥知らずの者が増えた堅気の社会が、そんなにご立派なんですか？　という話だ。 少なくとも俺は、日本人として最低限わきまえるべき「恥」は知ってるよ。そもそもこんなこと、ヤクザやってた俺に言われるなよって話だな　(笑）。(p.p.301-302)

 While political terrorism has been capturing widespread attention for some time, almost nothing has been made public of how doctors today use their knowledge and skills in its support...

 They recommend how much further torture can be applied. Physicians employed in state-sponsored terrorism also falsify autopsy reports and provide fake medical certificates for persons those doctors know were tortured to death. A common description is "cardiac failure" or "pneumonia" on those certificates. (p.1)

 All such routine malpractices violate medical ethics as defined by one of three oaths sworn by every physician before he or she starts to practice: to do no harm, provide assistance to all in need, and only treat with consent of the patient.

Yet every day these pledges are flaglantly abused by doctors whose actions conform to the generally accepted definition of torture produced by the United Nations, Amnesty International, and other human rights organizations: the deliberate infliction of pain by one person on another in an effort to break the will of the victims.

.. In 1988 this gross and pervasive violation was occurring in over ninety countries; a quarter of the world's population were living in arears where abuses have long become habitual.....

 Psychiatry, in particular, is highly vulnerable to being used by the state to maintain power and control on thoughts and actions of its citizens. George Orwell's 1984 and Aldous Huxley's Brave New World continue to exist within all those countries where a person's intentions and actions are interpreted by the state in a manner designed to destroy legitimate political dissent. 

In a high proportion of those instances psychiatrists provide the clinical label -- and the veneer of legitimacy -- that allows the state to incarcerate opponents. Doctors, therefore, are increasingly used to discredit and silence all those who oppose official policies; the description of political dissent as "insanity" would have no credence without their active support. 

  What remains for me the most disturbing aspect of my investigation is that even as I write, and later when it is read, there are physicians who continue to participate in torture. Nothing I had researched before could have prepared me for the dark reality of doctors who set out to deliberately destroy minds and bodies they were trained to heal. The realization that physicians are part of a killing machine provokes a special horror. (p.8)

 Modern medical knowledge and technologies are such that those with special skills know exactly how to use them to assault the physical and psychological constitutions of their victims. (p.12)

 Late in June 1972, Dr. Gottlieb had jigged back and forth on the carpet of the [CIA] director's office, and his carefully controlled stammer had surfaced as he enthused that at long, long last, here was the answer to mind control, that ESB [Electrical Stimulation of the Brain] was the key to creating not only a psychocivilized person but an entire psychocivilized society--a world where every human thought, emotion, sensation, and desire could be actually controlled by electrical stimulation of the brain.

Conclusions

It has been suggested that whoever makes the first major breakthrough in this field will have a quantum lead over his opponent, an advantage similar to sole possession of nuclear weapons.

Clearly, advances in any of the aforementioned areas will add new dimensions to the battlefield.

...Clearly, psychotronic weapons already exist; only their capabilities are in doubt.

That is not to say that problems do not exist with the weapons and the concepts. At the present time, unpredictable systems failure and difficulty in controlling testing are major weaknesses.

The information presented here will be considered by some to be ridiculous since it does not conform to their view of reality, but some people still believe the world is flat. Other readers may view this as a conservative approach because such controversial areas as hyperspatial transmitters or Tesla wave generators have not been addressed.

...Additionally, there is a need to provide leaders at all levels with a basic understanding of weapons systems they may encounter in the not too distant future.
