Tennessee legislation banning the intentional release of chemicals into the air is headed to Gov. Bill Lee's desk to be signed into law.
The bill has been criticized as codifying a ban on "chem trails," a widely debunked conspiracy theory that the federal government is spreading chemicals for nefarious reasons, though House sponsor Rep. Monty Fritts, R-Kingston, said he brought the bill due to ongoing weather and climate control practices.
HB 2063/SB 2691, which House Republicans gave final passage to Monday, bans the "intentional injection, release, or dispersion" of chemicals within Tennessee "with the express purpose of affecting temperature, weather, or the intensity of the sunlight is prohibited."

The researchers announced that they had discovered the brain's common denominator of romantic love. [...] Zak says fMRI stands to make a big impact in what has been dubbed "neuro-marketing". As an example of how fMRI might be used, Zak proposes a company that wants to increase its sales of milk. One way it might is to gather a group of people who like milk and scan them as they drink a glass. Some of the regions of the brain that buzz with activity might be triggered by any drink, but others may be triggered only by milk. Find other stimuli that trigger these regions of the brain and it could help you work out what it is that makes milk enjoyable, says Zak. Suppose objects from your childhood made those regions of your brain flicker. It might be that milk was evoking a sense of nostalgia, reminding you of when you got milk at school.

[...] In the present study, we attempted to reconstruct visual images defined by binary contrast patterns consisting of 10 × 10 square patches (Figure 1). Given fMRI signals, we modeled a reconstruction image by a linear combination of local image bases (Olshausen and Field, 1996). [...] We have shown that contrast-defined arbitrary visual images can be reconstructed from fMRI signals of the human visual cortex on a single trial basis. By combining the outputs of local decoders that predicted local contrasts of multiple scales, we were able to reconstruct a large variety of images (2100 possible images) using only several hundred random images to train the reconstruction model. Analyses revealed that both the multivoxel and the multiscale aspects of our method were essential to achieve the high accuracy. Our automatic method for identifying relevant neural signals uncovered information represented in correlated activity patterns, going beyond mere exploitation of known functional anatomy. Although our primary purpose was to reconstruct visual images from brain activity, we also performed image identification analysis to quantify the accuracy (Figure 3). Analysis showed that nearly 100% correct identification was possible with a hundred image candidates and that >10% performance could be achieved even with image sets of 107.4–1010.8 using 6 block-averaged data, and with image sets of 105.8–108.5 using 2 single-volume data. [...] However, experiments have shown that neural and behavioral responses to a localized visual stimulus are affected by surrounding stimuli. Such phenomena known as contextual effects (Kapadia et al., 1995, Meng et al., 2005, Sasaki and Watanabe, 2004, Zipser et al., 1996) could compromise the linearity assumption. However, the random patterns rarely contain specific configurations inducing contextual effects enough to bias the training of the local decoders. Thus, the influences from contextual effects may be negligible, and predictions from local decoders are largely based on fMRI signals corresponding to the local state of the visual stimulus.

Serial models in which hand choice is made at a higher cognitive level without activation of action plans for both hands might have predicted an increase in RT [reaching time] with TMS [transcranial magnetic stimulation] but cannot account for the shift in hand use. Rather, the results indicate that motor planning is initiated before response selection is made. Indeed, the emergence of decisions and actions can be viewed as a dynamic process in which many possible motor responses are competing at any one time, with the accumulation of evidence in favor of each candidate response continuously changing as a product of the interaction of a personal history and the current context.

In the words of Moreno, ‘a striking aspect of much of this and other national security work being done in the field of neuroscience is that it is “dual use”—potentially applicable to medical therapy or other peaceful purposes as well as combat, riot control, hostage situations, or other security problems'.

Terrorism and Mental Health: The issue of psychological fragility

According to the description by an Institute of Science in Society, these weapons operate at the speed of light, can kill, torture and enslave without making physical appearance. It further adds that voices and visions, daydreams and nightmares are the most astonishing manifestations of this weapon system, it is also capable of crippling the human subject by limiting his/her normal range of movement, causing acute pain the equivalent of major organ failure or even death and interferes with normal functions of human senses. It can cause difficulty with breathing and induce seizures besides damage to the tissues and organs. Through this form of terrorism, it is possible topersuade subjects that their mind is being read; their intellectual property is being plundered and can even motivate suicide or murder. Pulsed Energy Projectiles (PEPs) are another form of weaponry that is used to paralyze a victim with pain. According to Peter Philips, a scientist from USA, circumstances may soon arrive in which anti-war or human right protestors suddenly feel a burning sensation akin to touching a hot skillet over their entire body. Simultaneously they may hear terrifying nauseating screaming, which while not produced externally, fills their brains with overwhelming disruption. This new invention is dreadful addition to the armamentarium of weapons of abuse and torture. Manifestations of the effects of these occult weapons can mimic mental ill health and add further to the misery of the victims. The potential threat from use of biological warfare agents is more devastating as they are not detectable before the attack and canlead the possible victims to a state of constant vigilance and anxiety.

Gaslighting is a form of manipulation that seeks to sow seeds of doubt in a targeted individual or members of a group, hoping to make targets question their own memory, perception, and sanity. Using persistent denial, misdirection, contradiction, and lying, it attempts to destabilize the target and delegitimize the target's belief.

Sociopaths consistently transgress social mores, break laws, and exploit others, but typically also are convincing liars, sometimes charming ones, who consistently deny wrongdoing. Thus, some who have been victimized by sociopaths may doubt their own perceptions.
Instances may range from the denial by an abuser that previous abusive incidents ever occurred up to the staging of bizarre events by the abuser with the intention of disorienting the victim. The term owes its origin to a 1938 play Gas Light and its 1944 film adaptation. The term has been used in clinical and research literature, as well as in political commentary.

Edgar Hoover issued directives governing COINTELPRO, ordering FBI agents to "expose, disrupt, misdirect, discredit, neutralize or otherwise eliminate" the activities of these movements and especially their leaders. Under Hoover, the agent in charge of COINTELPRO was William C. Sullivan. Attorney General Robert F. Kennedy personally authorized some of the programs. Although Kennedy only gave written approval for limited wiretapping of Martin Luther King's phones "on a trial basis, for a month or so", Hoover extended the clearance so his men were "unshackled" to look for evidence in any areas of King's life they deemed worthy. In The Japan Times in 2004 Dr. Moret predicted the nuclear disaster in Fukushima. Japan sits on top of four tectonic plates, at the edge of the subduction zone, and is in one of the most tectonically active regions of the world....
However, many of those reactors have been negligently sited on active faults, particularly in the subduction zone along the Pacific coast, where major earthquakes of magnitude 7-8 or more on the Richter scale occur frequently. The periodicity of major earthquakes in Japan is less than 10 years. There is almost no geologic setting in the world more dangerous for nuclear power than Japan — the third-ranked country in the world for nuclear reactors....
....I was surprised to see so many reporters attending the two press conferences held at Kakegawa City Hall and Shizuoka Prefecture Hall. When I asked the reporters why they had come so far from Tokyo to hear an American geoscientist, I was told it was because no foreigner had ever come to tell them how dangerous Japan’s nuclear power plants are....
I told them that this is the power of gaiatsu (foreign pressure), and because citizens in the United States with similar concerns attract little media attention, we invite a Japanese to speak for us when we want media coverage — someone like the famous seismologist Professor Ishibashi!
....As reported last year in the journal Science and Global Security, based on a 2001 study by the U.S. Nuclear Regulatory Commission, if the heat-removing function of those pools is seriously compromised — by, for example, the water in them draining out — and the fuel rods heat up enough to combust, the radiation inside them will then be released into the atmosphere. This may create a nuclear disaster even greater than Chernobyl....
In 1998, Kei Sugaoka, 51, a Japanese-American senior field engineer who worked for General Electric in the United States from 1980 until being dismissed in 1998 for whistle-blowing there, alerted Japanese nuclear regulators to a 1989 reactor inspection problem he claimed had been withheld by GE from their customer, Tokyo Electric Power Company. This led to nuclear-plant shutdowns and reforms of Japan’s power industry.
Sugaoka agreed, saying, “The scariest thing, on top of all the other problems, is that all nuclear power plants are aging, causing a deterioration of piping and joints which are always exposed to strong radiation and heat.”
Like most whistle-blowers, Sugaoka and Kikuchi are citizen heroes, but are now unemployed....
The Radiation and Public Health Project, a group of independent U.S. scientists, has collected 4,000 baby teeth from children living around nuclear power plants....
Unborn children may be exposed to Strontium-90 through drinking water and the diet of the mother. Anyone living near nuclear power plants is internally exposed to chronically low levels of radiation contaminating food and drinking water. Increased rates of cancer, infant mortality and low birth weights leading to cognitive impairment have been linked to radiation exposure for decades....
Like the former Soviet Union after Chernobyl, Japan will become a country suffering from radiation sickness destroying future generations, and widespread contamination of agricultural areas will ensure a public-health disaster. Its economy may never recover.

While political terrorism has been capturing widespread attention for some time, almost nothing has been made public of how doctors today use their knowledge and skills in its support... They recommend how much further torture can be applied. Physicians employed in state-sponsored terrorism also falsify autopsy reports and provide fake medical certificates for persons those doctors know were tortured to death. A common description is "cardiac failure" or "pneumonia" on those certificates. (p.1) All such routine malpractices violate medical ethics as defined by one of three oaths sworn by every physician before he or she starts to practice: to do no harm, provide assistance to all in need, and only treat with consent of the patient. Yet every day these pledges are flaglantly abused by doctors whose actions conform to the generally accepted definition of torture produced by the United Nations, Amnesty International, and other human rights organizations: the deliberate infliction of pain by one person on another in an effort to break the will of the victims. .. In 1988 this gross and pervasive violation was occurring in over ninety countries; a quarter of the world's population were living in arears where abuses have long become habitual..... Psychiatry, in particular, is highly vulnerable to being used by the state to maintain power and control on thoughts and actions of its citizens. George Orwell's 1984 and Aldous Huxley's Brave New World continue to exist within all those countries where a person's intentions and actions are interpreted by the state in a manner designed to destroy legitimate political dissent. In a high proportion of those instances psychiatrists provide the clinical label -- and the veneer of legitimacy -- that allows the state to incarcerate opponents. Doctors, therefore, are increasingly used to discredit and silence all those who oppose official policies; the description of political dissent as "insanity" would have no credence without their active support. What remains for me the most disturbing aspect of my investigation is that even as I write, and later when it is read, there are physicians who continue to participate in torture. Nothing I had researched before could have prepared me for the dark reality of doctors who set out to deliberately destroy minds and bodies they were trained to heal. The realization that physicians are part of a killing machine provokes a special horror. (p.8) Modern medical knowledge and technologies are such that those with special skills know exactly how to use them to assault the physical and psychological constitutions of their victims. (p.12) Late in June 1972, Dr. Gottlieb had jigged back and forth on the carpet of the [CIA] director's office, and his carefully controlled stammer had surfaced as he enthused that at long, long last, here was the answer to mind control, that ESB [Electrical Stimulation of the Brain] was the key to creating not only a psychocivilized person but an entire psychocivilized society--a world where every human thought, emotion, sensation, and desire could be actually controlled by electrical stimulation of the brain. The possibilities, said Dr. Gottlieb, were far beyond the neurological masturbation of the pleasure centers. Not only could a [Delgardo's] rampaging bull be stopped in full charge, but humans could finally be programmed to attack and kill on command. (p.277)
The day has come when we can combine sensory deprivation with drugs, hypnosis, and astute manipulation of reward and punishment to gain more absolute control over an individual behavior. It should be then possible to achieve a very rapid and highly effective type of positive brainwashing that would allow us to make dramatic change in a person's behavior and personality.

Conclusions
It has been suggested that whoever makes the first major breakthrough in this field will have a quantum lead over his opponent, an advantage similar to sole possession of nuclear weapons.
Clearly, advances in any of the aforementioned areas will add new dimensions to the battlefield.

That is not to say that problems do not exist with the weapons and the concepts. At the present time, unpredictable systems failure and difficulty in controlling testing are major weaknesses.

How US
cover stories are keeping a Cold War weapon
and illegal human testing secret
Abstract:Since the 1950s, allegations of government mind
control weapons (now called neuroweapons) and nonconsensual human
experimentation and targeting have been dismissed as science fiction. However,
with a closer look at the history and science of neuroweapons and neuroscience,
an extremely alarming discovery becomes obvious: compelling new evidence
supports that secret neuroweapons are highly likely to already be developed.
This article discusses how and why nearly all experts were misled and therefore
were completely wrong about neuroweapons, resulting in disasterous
consequences. It describes two US Cold War cover stories (the official
explanations given to disguise secret US programs) that have become obsolete.
It argues that the public should be warned about the very real danger of secret
US neuroweapons and a thorough impartial investigation of the allegations
should also be conducted.

neuroweapons (mind control weapons developed during the Cold War) are another

and influence a person remotely and governments have been conducting secret
research to develop neuroweapons. Based largely on the science of
electromagnetic radiation (EMR),such weapons could be used to stop a
person or many people by influencing their behaviors by manipulating various
physical and psychological parameters related to brain functions; this could
change how wars are fought. Shrouded in secrecy, few people have even
heard of neuroweapons. Nevertheless,their importance has often been
compared to the atomic bomb and a brief summary of the significant
amount of obscure information is presented below. … As mentioned above, the
first cover story is that secret neuroweapons are still science fiction. The
second cover story concerns the official US policy on EMR bioeffects; it being
that there are no proven effects of EMR other than heating. For example,
most people know how a microwave oven works; the microwaves produce a thermal
effect and heat or cook food as in a microwave oven.
1.1 Neuroweapons
…The third US state tool is the neuroweapons program; neuroweapons
are considered a weapon of mass destruction. For example, in 2012, Russian
president Vladimir Putin described a new military program to develop EMR
weapons that target the nervous system: “Such high tech weapons systems will be
comparable in effect to nuclear weapons, but will be more acceptable in terms
of political and military ideology.” In 1986, Mikhail Gorbachev, the
Soviet leader at the time, described EMR weapons that could be used as
antipersonnel weapons, calling them “no less dangerous than mass strike weapons.”Gorbachev stated that the Soviet Union had not and would not test or
deploy such weapons. Since the 1940s, the Soviet Union has been studying how
EMR interacts with the human body and brain—called EMR bioeffects— and the US
has monitored the research to find out if there was any possible advantage
gained by the Soviets for espionage or weapons.
…The goal of the US
neuroweapons program is to develop the capability of remotely targeting, communicating
with and influencing a person’s brain. It is a weapon of surveillance,
influence and control. US government publications on future weapons indicate
that some neuroweapons are based on the science of EMR which allows for two
main weapons capabilities, first; in principle, EMR can be utilized as the
most likely method for remote human surveillance, similar to radar that
utilizes EMR to track objects such as airplanes or cells phones. As shown
below, in principle, this capability is possible but it is not known in
unclassified research.
Secondly, EMR
bioeffects can cause symptoms such as nausea, disorientation or confusion. In
principle, this capability can also be developed to include precise mind
control, including forcing someone to carry out certain specific tasks,
however it is unreported in unclassified science.
3.1 Bioelectricity and
the neuron doctrine

the union address, President Obama proposed a Brain Mapping Project which is
based on the neuron doctrine and the connectionist model.
6. Conclusions and
recommendation
…US secrecy methods
surrounding this research have included active deception, spreading
disinformation, distorting and suppressing science research, covering up
promising research and withholding funding from scientists with an interest in
the area of research. By keeping the science from developing in the
unclassified realm, the US government can cite mainstream science literature
and claim neuroweapons are not possible, thus completely nullifying any opposing
opinions. In this way, the US government breached its trust with the public
by classifying and monopolizing whole areas of science as well as neuroweapons.
…Today it can be
shown that neuroweapons are not science fiction. This is why further research
and investigation is called for; the alleged mind control victims deserve a
fair and impartial hearing, as it is highly possible that secret US
neuroweapons are more likely than not already successfully developed.
